Next to Arizona Senator Jon Kyl, Republican Bob Goodlatte is probably the most well-known opponent of the online casinos industry in the U.S. Despite his failure at having his online casinos prohibition bill he authored passed in 2001, Goodlatte is now planning to present a new bill to the U.S. House of Representatives. The 2006 bill is expected to closely resemble Goodlatte’s previous bill, which sought to specifically address gambling at online casinos under the U.S. Wire Act 1981.
The 2001 bill attempted to extend the Wire Act to address not only "wire" bets, but also all other forms of communication "cable," "satellite" and "microwave". It was also aimed at wireless betting and if successful, would have had major implications for fans of online casinos. The bill also attempted to make it illegal for operators of online casinos to accept any form of online financial transaction from the U.S., including credit cards and cheques. It was specifically designed to address transactions to offshore online casinos.
While Goodlatte’s bill is expected to be presented to the House in March, another bill aiming at banning gambling at online casinos has already beaten his bill to the post. The "Unlawful Internet Gambling Enforcement Act”, presented by Republican Senator for Iowa, James Leach, also intends to make financial transaction to online casinos illegal, but does not directly address the Wire Act.
